A brand new variety of zone known as Terror Zones was added in patch 2.5, which has since been made available to players. You can use them to level up to 99 with them. This effect will take place whenever you are in a game that supports Terror Zones. If you are currently playing a game that supports Terror Zones, then you will experience this effect during those times.
It's a shame for the people who have to live there, but there's a good reason why it's called a Terror Zone and not a zone full of cute and cuddly kittens: because of the risk. It's not a zone full of cute and cuddly kittens. It's a Terror Zone.

When a region is overrun by demonic forces and turned into a Terror Zone, the difficulty of the monsters that appear in that region will increase in proportion to the level of the player character with which the player began the game. This means that if a player started the game with a level 10 character, the monsters in that region will be 10 times more difficult. This is due to the fact that the starting level of the player character is used to determine the level of the monsters in the game. If you are level 22 and start a multiplayer session with the Terror Zone mode enabled, the difficulty of the monsters in that session will scale based on your level. If you are level 23, the difficulty of the monsters in that session will remain the same. If you have level 23, the adversaries you face during that session will have the same level of difficulty. If you pause the game while the character with the highest level is 23, the game will automatically adjust itself to match the level of that character when you resume play. If you do not pause the game while the character with the highest level is 23, the game will not adjust itself.
Each of the game's difficulties has a maximum level that players can achieve, and the level of difficulty also affects how difficult the monsters they face become. There is a different maximum level for each difficulty.

It is only possible for the Burning Hells to seize control of and transform into a Terror Zone in a specific number of areas within each Act. These areas are extremely dangerous. To make use of those locations, you will, however, need to be able to access those locations in order to make use of those locations. Even if you have the option turned on to visit Terror Zones, you won't be able to do so if your character hasn't yet gained access to a particular Act. This is the case even if you have the option turned on to visit D2R Terror Zones. Even if you have the option selected to travel to Terror Zones, you will still be prevented from doing so. When you join a game, the currently active Terror Zone will be displayed in the chat box. When the game cycles through its various iterations, the new zone will be announced in the same manner. Even if you are unable to hear the announcement, there are quite a few hints that are concealed throughout the environment that will lead you to the precise location of the Terror Zone at this time. When you are looking through the Waypoints, you will see an icon next to the Waypoint that is the closest to the Terror Zone. When you click on that icon, you will enter the Terror Zone. A font color that is analogous to the color purple will be used to display the name of the region. And when you are inside a Terror Zone, there are many effects that will make it abundantly clear to you that you are inside a Terror Zone. This is an interesting way to give players of D2R some choice in terms of what content they run to get to level 99, while also giving players the option to stick to the game's original leveling system. Players will have the option to do either. Both of these options will be available to the players. In general, this is an effective method for providing players with a variety of options from which to choose. You are not obligated to enter a Terror Zone if you do not wish to do so. If, on the other hand, you would rather progress through the levels using methods that are more traditional, you will be able to do so without any interruptions in the future. You are not restricted in any way and may enter the Terror Zones at any time. In addition to this, they present the players with new challenges, which, if they are successful in completing them, will reward the players with rewards for their perseverance and skill, in addition to the loot and experience points that they have already earned.
