It's pretty Much. While the 200 system may not be perfect (the most problematic aspect is that it does not take prayer into account), it surpasses the old system for scaling players. But the 200 system was plagued by a limitation it couldn't over come: nostalgia.

Reminiscences are the primary reason for most of the poll results. It is not surprising that players grew-up with specific combat strategies. They want to see them carry on. It isn't a good reason to not implement something, but nostalgia is. There are other reasons that you could choose to vote for the number 138, which aren't related to nostalgia. One is familiarity, which I find odd given that the 200 formula has been around for well over a year now.

The next step is pures. This makes no sense. The combat scaling system did not ruin pures, but rather because they couldn't wear the hitpoint-boosting armour that their opponents with high defense had. Another reason for this is because it could increase prestige for maxed combat. While this is valid, a combat level is not intended to indicate how hard someone has worked on their own account.
