Ones-to-watch cards are quickly explained: If a player receives an Inform card, the OVR of the OTW card increases to the Inform OVR FC 24 Coins. The "Wins to Watch" are new in FC 24. If the team of an OTW star wins at least five of the first ten league games (after release on October 1), his overall rating increases.

In other words: If a player performs well in real life, his OTW-Rating also increases. Easy. In the last FC, OTWs were certainly not a favorite among FUT players. They just weren't good enough for that. But this season there's Cristiano Ronaldo and Lionel Messi right from the beginning. Insane.
